City Charter Amendments

CHARTER AMENDMENTS SUBMITTED BY THE COUNCIL OF THE CITY OF KNOXVILLE PERTAINING TO THE
ESTABLISHMENT OF A TRUST FUND:

SHALL THE CHARTER OF THE CITY OF KNOXVILLE BE AMENDED SO AS TO ESTABLISH A TRUST FUND FOR PARKS, GREENWAYS AND HISTORIC PRESERVATION, AND PROVIDE FUNDING THERETO IN THE CITY OF KNOXVILLE, ALL AS MORE FULLY SET FORTH IN ORDINANCE NO. O-357-03 OF THE CITY OF KNOXVILLE AS DULY PUBLISHED?

“The Chief Financial Officer’s cost estimate of the proposed charter amendment is $250,000 per year. ”

If I read the paper right, saying yes to this does not necessarily add $250,000 to the $2 million dollar but but instead creates an opportunity to reduce the $2 million dollar budget to $250,000 "because the people asked for that."

I need to find the article to support that statement.
