Questions Proposed and Approved By The Knox County Charter Review Committee

Question 7: Shall Section 3.03 of the Knox County Charter, regarding the duties of the County Executive (Mayor) be amended by adding the following Paragraph:

(O) Develop purchasing regulations for all purchases made with funds that have been collected for the use of Knox County. Any such purchasing regulations shall be enacted as an Ordinance by the Knox County Commission. To the maximum extent allowed by law, each constitutional, statutory or Charter official of Knox County, whether appointed or elected, shall be required to follow the provisions of the Knox County Purchasing Ordinance for construction or purchases of goods and services with public funds.

According to Knox News (a potentially biased paper):

Purchasing: If this item wins approval, all elected and appointed officials of Knox County government would have to abide by uniform purchasing regulations drafted by the mayor and approved by County Commission. We agree with County Purchasing Director Henry Holt, who said the proposal will increase efficiency and oversight and at the same time assure citizens that county officials are handling their tax dollars responsibly. Elected officials already have the option of following the purchasing regulations administered by the county government under the mayor's office. However, it has been unclear whether those whose positions are mandated by the state Constitution had to follow those rules. This amendment will answer that question, and we recommend its approval.
