What is the true implication here?

Obviously it holds so worth otherwise it would not be necessary.

Is this the first step to combining city and county government? Certainly seems easier to merge if the jobs are the same. I mean if there are two mayors and their duties overlap why not combine the governments; however, if there is a mayor and an executive their jobs can't possibly be the same and therefore can't overlap. Of course, it is simply a title. Does it matter?

From Knox News (the most biased paper on the planet):

question No. 1 is whether the term "executive" should be removed in referring to the county's chief executive officer and replaced with the term "mayor." Since state law already has designated such county officers as mayors, this is moot - but it does clarify the matter in the county's official governing document and should be approved by voters.
