Questions Proposed and Approved By The Knox County Charter Review Committee

Question 3: Shall Section 2.03(C) of the Knox County Charter, regarding a one-year residency requirement for eligibility for election to the Knox County Commission, be amended to remove this requirement by inserting a period (“.”) after the word “petition” in the first sentence of the Paragraph and striking the remainder of the sentence?

From the Knox News (a potentially biased paper):

Residency: There are two proposals to change the one-year residency requirements, one for members of the school board and one for members of the County Commission. The intent of the change is to bring residency requirements more in line with state and federal offices. The change would drop the one-year requirement and stipulate only that the candidate live in the district he or she intends to represent upon filing to run for office.

These are sensible proposals, and they could avert the messiness that occurs during too many elections. We do not fear potential candidates flying in from California to run for public office - the voters are intelligent enough to see through that. However, we urge the Election Commission and other office holders to be vigilant about verifying addresses when candidates file. We recommend approval of these two amendments.
